Grief, outrage and vows to secure justice follow rape and murder of 9 yr old girl

There is anger and grief among residents of Job Lane in Spanish Town, St Catherine following the murder and rape of a nine year old girl on Friday.
 
The body of Kelsie Ferragon, a student of St John's Primary school, was found about 9:00 p.m., inside a barrel, covered with pieces of clothing, at her home.
 
The incident is reported to have occurred shortly after Kelsie's mother departed for work earlier in the day.
 
Another child, escaped harm.
 
A neighbour said the child's murder had hit hard as he fed and watched over her and her siblings in the evenings while their mother was at work.
 
Another resident of Job Lane remembers Kelsie as a beautiful and loving child, adding that the community was now in mourning.
 
Deputy Superintendent Camendo Thoms, Commanding Officer for the St Catherine North Police Division, is urging the suspect in the rape and murder of the child to surrender, vowing a relentless pursuit if he does not do so.

Minister of National Security Dr Horace Chang also responded to the killing, describing it as "an outrage," particularly in a time when the police have been effectively reducing the number of murders by double digits. 
 
Dr Chang said this "horrific act" will not go unpunished.
 
He vowed that the full force of the law will be brought to bear on the perpetrator and he's directed the Commissioner of Police  to utilize every available resource to bring those responsible to justice. 
 
Dr Chang added that this tragedy demands more than just the capture of criminals, stressing that it compels all good citizens to confront the deep-seated issues within the society that allow such barbarity to occur. 
 
The Ministry of National Security is offering an award of  two million dollars for any information from citizens that aids the Police in the early capture of the perpetrator.
