Interim report on 2010 Tivoli Operation highlights need for a COE

Public Defender Earl Witter says the interim report on the May 2010 Tivoli Gardens incursion will highlight the challenges being faced in concluding the investigations.

Concerns have been raised about the length of time it was taking to complete the report.

Seventy three people were reportedly killed in the operation aimed at capturing then fugitive Christopher Coke.

Shortly after the operations, the Public Defender launched an investigation into that matter, as well as the shooting death of businessman Keith Clarke in East Kirkland Heights

However, little progress has been made in those investigations.

Among the reasons is the failure of the Government forensic lab to provide the ballistic reports of the soldiers involved in the incidents.

The Public Defender said his interim report raises the need for a Commission of Enquiry, primarily because of concern about actual body count.

The interim report will also outline what is needed to complete the investigations.
