Dorothy Lightbourne, Justice Minister and Attorney General, has paid tribute to
Mr. Justice Lloyd Ellis, the late Executive Chairman of the Police Public
Complaints Authority (PPCA) who died in hospital on Saturday.
Justice Ellis was appointed Chairman of the PPCA in May 2002 following a sterling career as a member of the judiciary where he rose to the rank of Senior Puisne Judge.
He retired on March 28, 2002.
In paying tribute, Senator Lightbourne recalled the impartial and objective approach with which Justice Ellis and his team carried out their mandate of investigating allegations of misconduct filed by members of the public against members of the Jamaica Constabulary Force and its Auxiliaries.
She noted that during his tenure, Mr. Justice Ellis persistently advocated for a revision of the statute governing the Authority, noting that it was his feeling that it should be expanded to deal with wider issues.
Senator Lightbourne lauded Justice Ellis' contribution to national development during his tenure on the bench and leadership of the PPCA and lamented his death as a great loss to the country.
