INDECOM welcomes police acquisition of 1,000 body-worn cameras

The Independent Commission of Investigations (INDECOM) has welcomed the announcement by the Police High Command that it has received 1,000 body-worn cameras, which were in advanced stage of procurement in the final quarter of 2025. 
 
In an interview with Radio Jamaica News, INDECOM Commissioner Hugh Faulkner said body-worn cameras will be critical in resolving controversial fatal police shootings. 
 
Mr. Faulkner noted that "In 50, or 46 per cent of 108 planned operations analysed in the October report, the weapon retrieved was reported as not having been fired. In the 58 cases where the weapon was reported as fired, there was no report of any injury to the officers."
 
"Analysis of 131 fatal shootings for the period 2022-2024 reveal that in the majority of cases, the only account provided is that of the JCF. In instances where there are other witnesses, these witnesses provide a contradictory version of the events. Body-worn cameras will resolve this anomaly while building transparency, accountability and public trust," he suggested.
 
The JCF says the Axon Body Camera III devices are now at the advanced stage of deployment with particular focus on formations of the force that experience high levels of citizen engagement.
